She changed her address on what ?  Driving license, vehicle registration, local WI membership ?  It doesn't cost anything to change the address on your licence or logbook.

Vehicle registration docs . Well £25 was on the form she filled in for DVLA from PO.

Sorry if I'm misunderstanding here, but for a straightforward address change you just fill in Section 6 of your V5 and post it off to DVLA, or do it online - you don't normally need a form from the post office.  It's different, of course, if you've lost the V5.  Is it DVLA you've been trying to ring ?  Bear in mind that, like most other companies, they'll be running with reduced staff at the moment, so it probably will take a while to get through.

So at least that rules out an online scam site...

    It sounds like £25 for the "I've lost my V5C" form V62 - https://www.gov.uk/government/publications/application-for-a-vehicle-registration-certificate

If you had the old one, then you can do a change of address free online or by post - https://www.gov.uk/change-address-v5c

Anyway, that doesn't address your actual enquiry - the delay. I don't know if you've heard any news lately... DVLA closed to ALL post on 23rd March, and only reopened a month or so ago - they said "DO NOT SEND US ANYTHING" on their website. Now, they merely say "Huge backlogs".

Oh so she sent it to DVLA April. So it wasn't returned. I presume it's sitting there. Hope she doesn't get a ticket it will go to old address.
    Thanks

That's where Royal Mail's post redirection service comes in handy :-)

She has a po box but it's not always great. She will just have to hope for the best then😀

No need to hope. Just stick to the speed limit and follow the Highway Code. ;)
