Having trouble getting refund from theme park that offers overnight stays in Netherlands

Hi all, has anyone else had trouble getting refunds from theme parks that offer overnight stays (like Disney, Efteling etc) and they have cancelled due to the virus but are refusing refunds only offering vouchers and a refund in a year if you don't use the voucher? The latest correspondence I had from them stated:
"If you decline the voucher, the guarantee expires. We advise therefor to accept the voucher, knowing that a full refund is due at least one year after issue of the voucher. Not accepting the voucher means that Efteling will refund the travel sum within six to twelve months after the issue of the Efteling Digital Voucher if you have indicated that you have decided not to use it. This will invalidate the guarantee linked by SGR to the value, your payment to Efteling, on the voucher."
They are close to stating that if I don't accept the voucher then my refund will be at risk - how is this legal or possible?

Being a Dutch operation they can set their refund policy in line with Dutch Law.0

Sounds like SGR are backing the vouchers - I guess they're a scheme who are protecting against the company going bankrupt and people losing the full value.
Unfortunately if the law in NL allows it, then you're rather stuffed - but it seems fine to me to be honest.
Businesses like this will be strapped for cash at the moment, so delaying the refund for a year while offering a voucher seems a fair solution to all, and one that I'd be perfectly happy with.0
