Voluntary Redundancy payout changed since Covid19

Hoping for advice please. I work for a big company based in UK and was going through a restructure in February, accepted VR and was verbally offered x amount to go. Covid came about and I am now being made to go along with a major dept restructure and only being offered statutory redundancy. Can they do that as nothing written?

    If nothing is signed then say you are no longer willing to leave as a voluntary redundancy due to the company moving the goalposts.  It's likely you'll be made redundant but that way they have to do a consultation first and you have to be paid until the consultation concludes plus pay for any notice period and incurred holiday not taken.
