Traffic Offence - Portugal

Looking for some advice. We had a family holiday in July 2018. When returning the hire car to the airport we mistakenly turned left over a solid white line to turn in to Faro airport. There was a policeman there on a motorcycle who immediately blew his whistle to stop us. He immediately took my husbands passport whilst he finished dealing with another driver who had done exactly the same thing. My husband received an on the spot fine which we paid straight away - can’t remember how much it was but we think around €50. 
Yesterday he received a letter in Portuguese from the road traffic authorities there. I have managed to translate it but it is very difficult to tell exactly what they are saying. We think they are saying he needs to send his driving licence to the office in Portugal or report to a local authority near where we live (Scotland). But it is not clear what the repercussions are. Will he get points on his licence or worse? Should we get a lawyer?
if anyone has any advice it would be greatly appreciated.

    I doubt that anything can or will happen with regards to an alleged incident concerning a minor traffic offence in a foreign country. 
    Your husband does not need to do anything. I doubt either the UK police or courts can or will do anything. If there truly was a problem then the Foreign Office would have been involved and a warrant issued in a Scottish court for him to present himself at a Scottish police station.

    On no account should he send an extremely important document issued by a UK Government authority to anyone in a foreign country.
    It is also quite possible this is a scam.

    Ignore them. I doubt you'll hear any more.

    You could always pop into a Scottish Law Centre if you have one near you, or ring one for free advice.
