    I downloaded and applied by post yesterday.
    (Edit - just relooked and it seems you can open this product on-line, but this wasn't obvious to me by the way the site led me to opening the account...)
    When you click to that 'summary box' it scrolls you down to the info box and one of the options within the text is to do with...
    "If you want to switch to Income Bonds from another NS&I account or investment:  Download an application form"
    However, if you just keep scrolling down the page after reading the rest of the summary box, you'll find the 'Apply Now' button.
