Italian Speeding fine 2019

I have received a speeding fine in the post for an offence committed in September 2019. I was first notified through the rental company in December 2019 and finally got the English translated fine in the post in July 2020. I have been advised not to pay it, and that unless I return to the specific Municipality they will not attempt to retrieve the money. I am considering appealing the fine, although it stated that if the appeal is unfounded, the fine will double the original amount. Do I have grounds for appeal?
1. No photograph evidence included with fine
2. Original notification in Italian states amounts lower than the translated version - 136.10 Euros if paid within 5 days, compared to 170.80 Euros on my latest correspondence, 188.00 Euros if paid between 5 - 60 days compared to 222.70 Euros and so on...
3. The online portal for paying the fine - infoverbalicds.it/agropoli does not work and the online chat option also does not work
Any advice would be appreciated.

As long as the hire car company do not pay the fine and deduct it from your card, you can safely ignore this. Foreign fines are usually passed to a UK debt collector, but since the latter have no powers to do anything, they can be ignored.
You should however explain to the hire company that once they (the hire company) have told the foreign issuing authority the hirer's name and address for service, they (the hire company) cannot be held liable. Since the matter from that point is between the hirer and the foreign issuing authority, you should tell the hire company that they must not pay the charge on your behalf, and any attempt to do so will be considered to be a fraudulent transaction.
