Viagogo - Unwilling to refund after concert dates moved back a year

Unknown to me, my wife had bought some concert tickets on Viagogo for a concert in August 2020.
Due to Coronavirus, the concert has been moved to late 2021. She is unable to attend on those dates.
Viagogo have written and said that NO refunds would be given because the tickets remain valid for the new dates. They say that if you cannot attend the new date then you must attempt to resell the tickets on their site.
Does she have any legal right to a refund? This sounds very similar to the recent situation with Travel Agents, where they initially refused refunds on postponed/cancelled holidays, instead offering vouchers, or new dates. Eventually, they were forced by law to issue refunds when requested.
I'm told that there was an article on Radio 4 'You and Yours' programme a few weeks ago about this issue where they may have suggested that refunds WERE payable (despite Viagogo's T&Cs). But I didn't hear the programme and can't find any information about it :-(
I asked my wife to write back to Viagogo requesting a refund as she could not attend on the revised dates. But that was a few weeks ago and she has not received any reply. (I've also advised her NOT to buy tickets from Viagogo in the future, but that's a separate issue and too late for now :-( )
So...does she have any legal right to a refund? Are there any other avenues to follow? Maybe chargeback via Credit card?

Why not resell the tickets?

Read the Guardian article. Doesn't say much except explaining the issue. Seems a few people got refunds, but doesn't explain HOW they got it back :-(
