A landowner cancellation is always your best course of action , regardless of the circumstances , known as plan A in the newbies FAQ sticky thread near the top of the forum
Popla appeals are advised in the third post of that thread , with examples and suggested points like poor signage , no landowner authority etc2 -
Template? from where?
tip: never use terms such as without prejudice, or without prejudice save as to costs unless you know exactly what you are doing, and even then in virtually all cases it is best avoidedFrom the Plain Language Commission:

Given you got a rejection and POPLA code and then 'emailed back' (pointless waste of time) is your POPLA code still within the 30+ days that the code will work? What's the date on the rejection letter?i sent a letter based on template on hereOurs from this forum's NEWBIES thread or the diabolical one on MSE's main site?
You need to show POPLA evidence that you could not pay and that the phone at this site is not answered and also the usual stuff about the signs having Bransby Wilson Ltd on them and probably not Minster Baywatch (wrong company offering the parking).
Go and get LOTS of photo evidence without driving in. Walk in. Show a lack of entrance sign if you can, that's always good.
We assume you have already done the obvious and searched the forum before posting, for Minster Baywatch POPLA and have found out what I'm talking about re Bransby Wilson on the signage. We can't cover it from scratch on every thread...they are all the same!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Country Parks are often not relevant land, so POFA2012 won't apply.2

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

It's amazing how often plan A works yet people have to be almost forced into doing it !!!
They rarely think of doing it , yet it seems obvious because the dog should say the tail , not the other way round
Well done4 -

Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
