Does travel advisory in Ireland apply to me if I travel from there?

I have another thread on insurance claim issues but just wondered...
I live in Northern Ireland but was travelling from Dublin to Toulouse on 12th July. Does the travel advisory in the South of Ireland apply to me as I'm traveling from Dublin or is it only for citizens? I'd definitely have needed to quarantine for 2 weeks on return as far as I can see..
