BA Holiday to Spain in Early August

With TUI having already cancelled their early August Spanish Holidays the general consensus (Which et al) seems to be that BA and Easyjet will follow suit shortly.
With the All But Essential Travel codicil returning they feel this is the key catalyst rather than the quarantine regulations.
Do contributors feel the is likely to be correct ?

I've got no choice as you can only change/cancel Holiday bookings made since June 11th by giving three weeks notice before departure !!
