how do i escalate lastminute.com

hi, getting the runaround from lastminute.com. I checked with BA directly and they told me they refunded my flight to lastminute.com on 29th May. I want to take this to a watchdog, regulator or ombudsman but as they are a third party booking organisation i'm not sure who to go to. please can you advise
i can't get through to lastminute.com to speak to a person so i am dealing via e-mail at the moment.

Any evidence that BA has actually refunded. We are still in dispute with them regarding monies due from July 2019. All the information provided todate has been fictuous. Wasting ours and the banks time.1
