Significant Change? Adults Only Hotel changed to Family Hotel

Sorry another On The Beach holiday question. My daughter and college friends booked a short break to an adult only hotel with water park.
Hotel is still closed and OTB have moved her to a family hotel (no water park / slides etc)
I think this is a significant change to holiday, but am fearful that On The Beach won't agree.
It's been booked as a multi part holiday so is covered as a Package Holiday . Could she cancel without charge?
Would she be likely to get a refund if she issues an LBA and goes down the MCOL route?
She spent 4 hours on hold on Friday and couldn't get through so would like to try to have some information in case we can get through soon

PS - Was also booked as a standard suite and now in a 'standard room' at new hotel - which is also significantly cheaper for the same dates
