Hilton refund policy

I booked a stay at the Hilton Garden Inn Munich City West. The booking was made in January for the end of September. The booking was made via Expedia and was a non refundable rate. 
The Hilton have changed their policy due to the pandemic and their website now states: 
For reservations made prior to March 12, 2020 – when our new, more flexible reservation policy went into effect:  You may now change or cancel any future reservation, without penalty, as long as you do so at least 24 hours before your scheduled arrival date, but not later than August 31, 2020.  This includes reservations described as “non-cancellable” or Advance Purchase.
Expedia are happy to refund the booking but need authorisation from Hilton but Hilton are refusing to authorise the refund which is against their policy. One of the reasons they have given me is that the booking is after 31/08, but the policy says they will refund any booking as long as you cancel before 31/08, not as long as the stay is before 31/08. I have sent so many emails to various email addresses and am getting nowhere. 
Any suggestions?

    Any refunds etc are at their discretion, so if they say no you’re out of luck unfortunately
