Teletext refusing full refund

I booked a package holiday with teletext back in December 19 to fly to majorca on 4th August 2020. The hotel informed me directly that they are remaining closed for the whole of the season. I received a call from teletext today (24/07/20) saying they had moved me to another hotel. I advised this hotel wasn't appropriate and would like to transfer the holiday to next year. I was told it would cost an extra £400 to transfer the holiday. And if I cancelled I would lose the price of the flights! Can anyone tell me if this is right? I have been told that

If you booked as a package with Teletext then you’re covered under the Travel Package regulations 2018.
If any part of the package is changed significantly they must offer you an alternative and give you reasonable time to consider it or provide a full refund within 14 days.

A change of hotel may not be considered a significant change. The terms and conditions may state they may change your hotel as long as it is of equivalent grade.
if you move your holiday to next year you have to pay the 2021 price (less the cost of your holiday this year)1 -
This subject comes up in numerous threads - a change of hotel to one of the same rating and with the same main features, in the same resort, is generally regarded as an insignificant change, rather than a significant one that triggers refund rights.

Edit: Teletext Holidays' Ts & Cs do contain the usual caveat:Examples of insignificant changes include alteration of your outward/return flights by less than 12 hours, changes to aircraft type, change of airline or routing (including from non-stop to indirect flights), change of accommodation to another of the same or higher standard
