Untaxed vehicle since 2017 without SORN , stored completely off the road and uninsured.

Hi,
My husband has kept his first work van and it was stored in Nissan Garage for last 3 years. Completely off the road.  However, he has not declared it SORNed , has not taxed it or insured it. 
If he wants to keep the vehicle registration, we have to declare it SORN. Do we have to pay the road tax since 2017 despite the fact it was kept off the road and stored away in Nissan Garage? We could ask for a proof from the garage about the time period it has been there for.

    There is a continuous insurance requirement as well that can only be lifted by declaring it SORN
    Utterly stupid not to use the free SORN process. 
    Once they discover this - and they will - you will have 3 years of failing to tax, plus fines, plus failing to insure on top.
