Scrapped car 09/19 but parking fine?

I assume the parking charge came AFTER you got rid of the car?
1. Ignore debt collectors
2. Do a vehicle check on the DVLA wen site to see whether they think this car is on the road, taxed, mot'd
3. Contact the DVLA and find out what happened. Did they get your notice? If you are still the registered keeper, then you could start getting problems regarding expired tax and no insurance, so you need to sort it out. Get it back-dated to when you did get rid of the car if possible.
4. Who did you scrap it with? They should have some paperwork relating to when you gave/sold it to them. You may need this to prove you no longer have the car.
Even if you are still, officially the "registered keeper", you definitely are not the "keeper"6 -
You were not the vehicles keeper, you cannot possibly have any liabiltiy in this notice
I would formally notify the PPC of this fact, the date the vehicle was scrapped and who you made the keeper (ie the place you scrapped the car)
Past this point you were neither the keeper nor of course the driver, and you cannot possibly have any liability as POFA only allows them to chase the keeper, not the registered keeper who is only presumed the keeper, you prove otherwise.4 -
Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
