Non-furloughed workers

I work for a small company of whom have kept 5 employees (including the boss & partner). I am the only person to work in the office with them, the 2 others are at a different location.
They have furlough the bookkeeper who handles the payroll and accounts. The boss & partner are doing some of the bookkeepers roll and they are doing the payroll (they don't know how to do the other elements as they've always had someone else to do it). However, my tax, NI & pensions are not being paid and they have said that they will sort it and pay it when they are able to as a lump sum but that HMRC can wait. The work environment has been tough and stressful due to the covid stresses of having no business, I've been witness to and in the middle of their arguments. It is getting busier now but when I asked, they've no intention to bring back the bookkeeper any time soon and I think they'll ultimately make them redundant due to personal dislike.
No tax is being filed, the accounts aren't being reconciled as well as other things not being done, again "It'll all get sorted when we can at a later date". I feel that I can't bring this up with my boss as I don't want to make an already difficult environment worse for myself. They say everything will get done in the end but that won't happen any time soon. I am feeling burnt out and can't really take anytime off apart from a day as that would annoy my boss and I would have a mess to come back too.
I was planning to find new employment this year but that won't happen until the economy picks up at some time in the future. I just feel stuck and left behind as someone that's continued to work through the pandemic, and worked harder and done more than I was doing before. I'm constantly tired, dread to come to work everyday and become more negative with each day passing. It's been like this for 4 months and I can't see it changing.
Is there any guidance on this situation? All I can find is rights for furloughed workers...

The guidance is your employers need to pull their fingers out or it sounds like they're not going to have much of business left the way they're going.  HMRC should be the first in the queue to be paid, not the last.  Making them "wait" = extremely silly.

You've made your position clear to them, they are aware of it, all you can do now is hope for the best but plan for the worst.

It could be that they have a payment plan in place with HMRC, this is easy to set up in the current climate.  It boils down to cash flow, if this is squeezed too hard then they wont survive so i'm guessing this is the rationale for withholding tax.  I feel for you here but you also need to put yourselves in your employers shoes, if they run out of cash you are all out of work and I guarantee HMRC will give as much time as is practically necessary to pay (including reducing late payment and filing fees) to assist them getting back on their feet and avoid bankruptcy.
  • This is only my take on your situation but the payment to HMRC isn't your problem - the owners are digging a hole for themselves by not making the payments to HMRC.
That doesn't mean that you couldn't  be affected if, or should I say when, the fallout happens but you need to concentrate on what you can control and try and ignore what you can't.
Obviously the economy is looking a little sick at the moment but that shouldn't stop you looking for another role; I've always said it's better to find out where the lifeboat is before you desperately needs it
