You may be able to speak to Paypal though and see what their advice on services not delivered happens to be.
It's likely under Paypal's Terms and Conditions that they are holding your money at the present time.💙💛 💔1 -

Ah, I got an automated email immediately rejecting the claim because it is outside of the 180 days window.0

I finally spoke to an actual human! Someone at Halifax advised me that they couldn't do a chargeback because I paid via Paypal. The nice Halifax man suggested talking to Paypal to ask them to help me put in an indemnity claim to get the money back. I rang Paypal and the number didn't go through. After looking around on internet forums, it seems that Paypal are another company whose customer service has disappeared into a black hole since Covid. So they're another company I'm going to avoid dealing with from now on.0
