I have a holiday booked with Villa Plus who I can not get hold of all phone lines down and no personal emails answered.
I am going to Portugal on 16th August 2020 which still has FCO advice not to travel does anyone know if and when I can cannel this holiday without losing my full payment.
My travel insurance will not pay out on this claim.

Too far off yet to get a definitive response or to put an insurance claim in. The rules for Portugal may have changed by then. You may need to wait till a week or so before.
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

Their website currently says "We are waiting for an update from the British government which is scheduled for Monday 27th July." (which is what I suspect they will tell you on the phone if you could get through)
    https://info.villaplus.com/news
check back on the link after Monday and see if they have updated

The problem is FCO advice against travel doesn't automatically entitle you to a refund - so you need to read their T&Cs.
    What reason have insurance given?

    Which part of Portugal?

Never cancel your self, you then will most likely have no right to refunds.
