Appeal to IAS


The private parking company have been sending letters increasing the amount and it is now £160 ( the amount to pay for the parking was 50 pence).
Now someone has told me that I should have appeal to POPLA but on the letter from the private parking only gave me the option of IAS. Now I was looking of how to appeal to POPLA and on the web page ask about a 10 digit number that I dont have ( I was going to try now even if the 28 days have gone but due to Coronavirus they stopped during those days ). So that is one question, Could I appeal to POPLA or only if the car park gives you that option?
The other question is that the car that got the PCN is now no longer on the roads as I had a car accident and was not worth to repair. I dont own any other car as we are moving back to Spain in a few weeks. So what can I do ? I dont want to leave the uk and miss a court ( if happens ) and then if we wan to come back in next years have this issue still pending. Any advise? Sorry for my writing and I hope someone can understand the situation .Many thanks

Who is the parking company?
If they gave you the option of appealing to The IAS, then appealing to PoPLA is not an option.

You can't appeal to PoPLA if the parking company is a member of the International Parking Community (IPC). They only offer the worthless IAS appeal process. PoPLA was never an option and never will be.
When you move back to Spain, tell the Data Protection Officer (DPO) of the parking company your new address for service. Include the PCN number plus proof of your identity and proof of your Spanish address such as a utility bill in your name.
That's all you need to do.

Just advise them of your spanish address and request confirmation.
As these parking companies are unregulated, it means they have no authority so you can come and go to the UK as often as you please

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Their machines produce flimsy 'pay & display' tickets that fly off your dashboard when you shut the car door. Is that the same as happened to you?
POPLA was never an option, I hope you didn't go to Citizen's Advice. They are clueless. Whoever told you to appeal to POPLA is clueless. Ignore them unless you get a court claim. There is no risk.
