Perhaps I'm missing the joke but the 'have your say' section comprises the comments that can be added at the foot of the news story itself, whereas the link to the 'official' forum thread is posted immediately above it for those preferring to comment within the forum instead, i.e. they're two separate and unconnected ways of discussing news stories:
