Colour Obstacle Run, postponed but refusing ticket refund

Hi all,

This one's a funny one (as in strange). I booked onto the Liverpool Colour Obstacle Run last year and it's now been postponed until the same weekend next year due to the Covid restrictions. I would really love to do it but I'm in NHS IT and part of an on-call rota, so I don't know if I'll be free. Also, I've recently been diagnosed with Parkinson's Disease, so I don't know if I'll physically be able to do it.

The organisers are giving three choices: attend next year's run, transfer to another location or transfer my ticket to someone else. 
While I'm appreciative of their position, and will rebook if I'm able to, are they allowed to refuse a ticket refund?

Stock answer for all events is they might not have the available cash to refund everyone.

It could have already been spent on infrastructure, staff costs, stock, or goodness knows what in preparation for the event.
