Building credit score at 18 but can't get on electoral register

Hi having read it's important to be on the electoral role to boost credit score my granddaughter checked the government website which said a national insurance number was needed . Difficulty is she can't get NI number as applications are temporarily suspended due to Covid. 
She has been studying abroad and only just returned to UK to take up a university place. 
Has anyone any idea when they suspension will be lifted and/or if she can still apply to go on the electoral roll and add her number once it's been granted? Many thanks.

     Her NI number will have been issued to her years ago. She doesn't need to apply just find out what it is.

    Thanks for the reply we read she would have been notified when she was 16 but whether it 'got lost' in the post or not they haven't received it, her parents we’re working in China so don't know if that was the problem.

    If she registers with the government gateway she may be able to see one if she has it.

    What on earth does a NI number have to do with being on the electoral roll or not?

     When you register online it asks for your NI, no idea about registering on paper

    Maybe it’s time she also learnt (before it’s too late) that the “score” means nothing in lending terms

    I have never ever seen a space for it on the paper form. Surely its just a case of adding a name on to the list when it comes round once a year and posting it back off.

    No you’re right but apparently these are steps along the way she is grappling with. Getting her NI number, opening a bank account (she hasn't had one before) her student maintenance loan, although they've told her the NI number can be added later. I think she's struggling with lots of smallish things now she's 'grown up' and has to sort it herself.

    Do remember though, its not boosting the score, the history is whats important.
