Fines sent to office while working from home

I feel really stuck and I am hoping for some help/ideas.
I run a small delivery company with 12 vans on the road. At the start of lockdown we moved all the staff to working from home and our office shut.
Someone first went back to the office a month later and we had received a number of PCN's from TFL. I would be happy to pay the original £65 but they have all escalated to £130 because we didn't pay in 14 days. I just don't feel this is fair and I don't want to pay anything over £130.
Now we have an order of recovery giving us three options:

Option 1: pay the amount of £203 and sort the case (the original amount was £130 or £65 discounted price which we were requiring originally)

Option 2: If we don't take any action and it goes to court which I'm not sure how it proceeds, but probably is going to have more fees and it also says they can remove "your" possessions and sold to pay the charge.

Option 3: We can fill a Witness statement if we apply to any of the grounds, which are:
- we did not receive the PCN (not the case)
- We made representations and didn't receive a reply (not the case as well)
- We appealed to an Adjudicator at the London Tribunals against the decision to reject the representation (no)
- We have already paid (no)

I have no idea what to do? Any advice welcome. We just want to pay the original £65 and feel we shouldn't be penalised for respecting the lockdown rules.

    as this is TfL then join pepipoo fightback forums using a non hotmail email address and post on there in the relevant section after reading their posting rules

    this forum mainly deals with charges from private firms, not council or TfL

    You can do an OOT application to TEC - pepipoo will help.   That re-sets them to appeal stage.
