US EMBASSY/Waiver of ineligibility/refund

Hi All,
I'm hoping someone will be able to help me with this.
Myself and my husband has a holiday booked to Florida for 07/05/2020, which of course was cancelled due to the pandemic.
We very stupidly didn't even think about the ESTA being an issue until a few months before our holiday, but when we applied mine was accepted but my husbands was denied. (which we think was because we declared a conviction he had in 2004)
We followed the protocol of applying for the police ACCRO certificate (which showed no live trace)and attended the US Embassy in London for an appointment which resulted in the access to the US still being denied. The lady from the embassy suggested that my husband applied for a waiver of ineligibility.
Following her instructions, we contacted the ACCRO team again to get full info (time + date) of convictions and sent through full documentation to the Embassy for the waiver of ineligibility request. We received a response on 13/03/2020 from the US Embassy confirming receipt of this and have not heard anything since due to the lockdown.
What I'm trying to find out is whether there is any chance of the embassy reimbursing us for the monies we have paid? I know that it states on their websites no refunds are given....but I'm wondering where we stand if there was no response due the Embassy being forced to close because of the pandemic??
Im just trying to see if anyone else has/is in the same position as us...?
Any help/advice is appreciated!
