Unvented Hot Water Heater - loud hissing sound

Hi,
I live in an apartment and have an unvented hot water heater storage installed 20 years ago. Me and my partner isolate the cold and hot water valves (gate valves and stop !!!!!! valves) to change a shower mixer last night. When we are done, we turn on the valves and when we run the taps, we hear a loud hissing noise The loud hissing noise is only there whenever water is drawn (ie. taps, shower, sink etc). It worries me alot as there isn't such noise before we isolate the valves. 

I had a plumber who came and look into the problem and told me that the problem lies with the Pressure Reducing Valve (PRV) and it needs replacing for about £300. I am not 100% convinced as it was working fine before we isolate the valves and we did not touch the PRV. Has anyone come across this problem before?
