Under what situations does he "badly need" an upgrade on his phone!? Madness. You can buy a Smartphone for £40!

I'd avoid taking out any sort of finance or credit in the middle of a mortgage application - this will appear immediately on your files once applied for, and as banks normally make a few searches over the course of the application, chances are it'll get seen and probably through a spanner in the works.
As above however, if he really does badly need a new phone you can buy a cheap one outright without issue. Cheap phones really are cheap these days. Once the mortgage is done and dusted then you can upgrade to something more speccy if desired.1 -

And it’s correct - you don’t need to spend hundreds and hundreds (or thousand) on a phone when you can get a decent smartphone for £150 or less.0 -
