My mom is 87 and has just been informed that she will have to prove that she is in receipt of pension credit, that's not an issue as she has my sister and myself to administer her affairs, however I'm concerned about people who don't have someone to sort things out such as this, I don't feel it's right that older people…

The more I think about it, the fairest solution would be to allow those currently in receipt of a "free" license to continue to get one but to stop any new applications. Within a few years (rightly or wrongly) the number of freebies would decline rapidly. After all, 74 year olds are currently paying for a license.
