No clean bedding for two weeks? Are you sure you've understood that correctly?
The sun bed situation sounds better - booking one rather than racing the hordes to get there first thing.
Is the food still being provided but via waiter service rather than a buffet or is it now at an additional cost.
It wouldn't come under trading standards, more a dispute as to whether the holiday is significantly different enough to warrant a refund.
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

This is what TUI are saying in their 'promise':

    TUI STANDARDS GUARANTEED

We promise you’ll have a brilliant TUI holiday. If there are any significant changes at your hotel, resort or destination, which will stop this from happening, we won’t take you there.

You’ll see some changes on your next TUI holiday, but we’ll make sure this isn’t anything significant enough to get in the way of you having a great time.

So, for example, if you’ve booked a beachside hotel or villa and the beach is closed, we’d consider that to be a significant change.

Another significant change could be if you’re going on a waterpark holiday and the pools are closed. Or, if your board basis changes and All Inclusive is no longer available. Another example is if you’ve booked a Multi-Destination holiday and it can no longer go ahead in multiple locations as planned.

If there are due to be significant changes, we’ll get in touch with you directly to discuss alternative holidays, arrange a credit refund voucher or a cash refund.

Presumably TUI feel the service alterations at the hotel are not ‘significant’ enough to warrant cancelling the holiday.

I think we have to all accept that certain changes will need to be made during the threat of Covid transmission, in everyday life as well as on holiday. Just one of those things.

It sounds like the hotel and TUI have introduced some sensible practices. Of course these may mean changes and limitations. I suspect if they did not review and introduce changes some would equally be outraged that new precautions were not being implicated and customer safety at risk.

If this is actually more a case of you not now wishing to go on holiday this year then perhaps instead focus on options to change to next year. TUI have been offering various options.  Even if you have to now pay to change, perhaps this is the better option for you.

(I also wonder if the no clean linen for two weeks comment has been misunderstood).

No clean bedding for two weeks?  Or nobody coming in to change your bedding for you for 2 weeks?  There's a difference.

I've stayed in a few hotels through this pandemic, the recurring theme (thankfully)  is that nobody comes in to clean your room once you're in, that doesn't mean that you can't ask for clean towels and bedding to change the bed yourself.

The rest seem to be standard Covid responses, the idea of booking a sunbed is great, it means they know when pool capacity has been reached and exactly who is by the pool for tracing purposes.  Same with booking an evening meal, it's so they know who is in the restaurant, and really would you want to eat from a buffet now????  Nothing you have posted implies that you are no longer getting all-inclusive, just that you're not getting the free- for-all bun fight you were expecting.

If you can't accept that this is the way holidays will be for the forseeable future perhaps you should stay home.

That would maybe be an easy decision for the OP if TUI were offering a full refund but I doubt they are.

But I agree the OP has to be realistic.
The holiday they booked is not going to happen.
    Changes have to be made.
Exactly the same as we have had to adapt to changes here at home.
