Refund on residential sport camp

Hello, just looking for advice and your opinions please, last year I booked my teenage son a place at a 5 day residential basketball camp and had made the full £450 payment in instalments by the agreed date in early March this year. The camp was cancelled by organiser in early April due to coronavirus. I have been chasing the organiser for communication regarding the refund, finally last week I received an email from him with an outraged tone stating that he was having difficulties with the additional work this cancellation was causing him personally, no acknowledgment or apology that parents were still £450 out of pocket. Today I received an email with a form to complete for the refund which gave three options - transfer booking to next year’s camp, refund deposit, or refund full amount.  The conditions for a full amount refund were then stated as “Please note the following. Refunds of full payment shall be made in two installments £349 initially and a further £100 when a booking for camp 2021 fills the spot vacated. Refunds of £100 deposit shall be made when a booking for camp2021 fills the spot vacated. Please tick the box below to confirm understanding and acceptance of this.”  Is this legal? I am supposed to trust this person to tell me that the spot my son had previously taken is then booked for 2021 and I will get my final £100 back when he ignored my messages for four months? There is no explanation of the approach he will use to fill these spots. I’m just looking for advice on what I should do? I’ve completed the form asking for a full refund but I do not trust him to do this. Has anyone else encountered this?
