Villa Plus Nightmare

Afternoon all, hope you can advise on this please
Today is the 20th July 2020, we booked {Jan 2020} a villa/flight to Portugal with VillaPlus departing 23rd July 2020. It is fully paid.
We have been checking regularly on the website for Villaplus and it has been moving forward with the latest updates as it could in this difficult time.
The Villaplus website today says " Any bookings up to and including 23rd July will be refunded" for Portugal, so we expected a refund and not to go..
Yesterday we received a mail from Villaplus advising "due to positive news from the UK Gov and flights/travel may resume here are your tickets. Any no-shows @ the airport will result in 100% cancellation fees" and today we received by email the car hire voucher and itinerary.
As it stands now we are being forced to go against FOC government advice as it says no travel unless essential to Portugal.
I have tried to call/email/tweet Villaplus but to no avail, no one answers.
I have contacted my CC company who advised filling out a callback, but they are very behind with claims due to Covid
Can a company force you to take a holiday against FOC advise like this ?. What are my rights
I would be interested to hear your thoughts

What does your travel insurance say? You may be covered there?
Are you flying with Ryanair or TUI? It seems those flights are operating so VillaPlus are saying you can go?0 -
Flights are operating its with Ryanair, East Midlands to Faro. Confusion is over thier website, it says full refund but they send us tickets and car hire vouchers, their customer service is appalling, will never book with them again as long as I live0

Im shocked at the appalling treatment we have received from Villa Plus after a serious accident at one of their villas. No correspondence for 8 weeks since we raised our complaint and some 10 weeks since reported on holidays. Help where can I take this next??
