Booking.com refusing to repay money refunded by hotel

I booked a non-refundable hotel through Booking.com in Munich back in Dec 2019 (pre Covid-19). The trip was for end of 29 June - 1 July 2020. My flights were cancelled, foreign office advice at that time was for no non-essential travel. You could only get into Germany for work of if you lived there. Booking.com refused to refund me stating there was no 'all out' travel ban and the original booking was non-refundable. They were not interested in the fact had no way of getting to Germany. However the Hotel in Munich kindly agreed to cancel and refund me. They have paid the money back to Agoda.com (owned by Booking.com). Booking.com will not refund me even though the hotel has paid them. I think this is outrageous but I don't know what to do next. Any advice?

Booking.Com are a totally seperate legal entity to Agoda. Who did you book through?0
