DVLA Data requested without reasonable cause - complain to whom?

I was recently issued a Notice to Keeper PCN where the vehicle I am registered keeper of entered and left a carpark within the grace period stated on the conditions displayed and within the grace period as suggested in the BPA's code of conduct. (The vehicle was not parked while in the car park - but it was necessary to enter the car park to read the parking conditions notice, after which the driver decided they would rather park elsewhere.)
The PCN stated the times the vehicle entered and left, supported by ANPR photographs, clearly indicating the vehicle entered and left within the grace period stated on the terms and conditions displayed.
I wish to complain that the DVLA was applied to for data, without reasonable cause - but I have no idea to whom I should complain. Any suggestions?

BTW The PCN was cancelled after I responded using the template here on MSE - thank you.
(But this entire incident has really distressed a close relative of mine, who was one of the passengers in the car, and I feel I should take some kind of action rather than just being satisfied that the PCN was cancelled.)

    I can ask the DVLA for your info if I have reasonable cause. LOL.

    You know the useless and disingenuous (shameful) update to the BPA CoP 2020 gives just five minutes flat?

    The car park owner may be a better target

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and an independent appeals service will be set up,


    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
