Hi all, so on the 9th of July I received an on the spot fine for parking on double yellow lines. Issued by the council, I accept I am in the wrong for parking there briefly. I sent in an appeal that same day hoping for some leniency. Waiting for their response I was back on the same street 2 days later and parked in a designated car park. I witnessed parking enforcement officers approach a vehicle parked up on double yellow lines, s insin to my parking infringement. Now this person was given a warning and allowed to move off without any fine. I spoke to the enforcement officers and explained what had happened to me only 2 days ago and they advised me to appeal the fine. I got in the post today a reply from the council stating that they will not waive the fine and I should still pay. Now normally I would pay this fine as I was in the wrong I appealed and it was rejected but seeing that they can and do give the public a warning before going down the fine route makes me feel I should not pay this and their approach to offenders is not consistent. I'm at the informal challenge stage now and waiting for the Notice to Owner letter to make this a formal challenge. Can anyone let me know if I have grounds to appeal the fine because another driver was not fined under the same conditions.

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering and post a new thread; here's your link:Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.PePiPoo has an excellent success record in dealing with council tickets.

Councils can't issue immediate penalties for DYL unless there are also kerb blips and a loading ban in operation. DYL without right angled yellow kerb blips don't mean you can't stop at all and the CEO had to observe the car for at least 5 minutes to discount the possibility of exempt activity such as loading, unloading and assisting a passenger to board or alight to adjacent premises (such as taking a child to the school gate, stopping for which IS OK on a DYL, despite popular belief).
So, if you were involved in exempt activity and/or the CEO didn't observe the car for over 5 minutes then you will have a case. But pepipoo are the experts so take it there from now on.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
