Yes - as long as you are the keeper and this is not a leased or company car - of course you can. The reply tells you that. There will be an NTO stage. Don't ask what that is, the PCN says so and probably the rejection letter does too.

What does your lease/AST say about parking? Does it mention the need to display a permit? then it may take primacy over the self serving TnC of the scammer, and interfere with your lawful right to “quiet enjoyment” of your property, possible an offence under The Landlord and Tenants Acts.
Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and an independent appeals service will be set up,
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

This appears to be a "council" ticket as opposed to a private parking ticketThe confusion takes place as private companys issue Parking Charge Notices, sometimes also called Parking Contravention Notice, or even Payment Charge Notice - all abbreviated to PCN which is a trange co-incidence as real parking tickets issued by real authorities are also called PCN's this time meaning Penalty Charge Noticesthe waters are further muddied by council employing private contractors to enforce pakring, and some private companies operating under the beleif that they can issue penalties in some by-law controlled land such as railway stations
