Tfl challenge website noyt working

Can anyone please help. I am an NHS worker who has been granted free parking until end of Aug due to the pandemic on Monday I got a ticket despite being parked within a designated bay, Tuesday I tried to challenge the PCN but TFL website not working I called and they advised it will be back up that afternoon. I called back later that day when it still wasn't working to be told I was lying it was working fine and was I sure I rang them earlier. Needless to say the site is still not working and I don't trust doing this by post. I logged this on their enquiry page Wednesday morning but still had no response from them, tried to call the complaints line and it just says there is no one to take your call and hangs up. I am so frustrated and it is making me really anxious as I am worried I am running out of time, what can I do?

Who is the PPC? Is it council run? Can your employer (or whoever granted you free parking) help? Send your appeal by post?2
