    Depends.

So far your thread is like going to your Doctors saying you don't feel well and then immediately expecting a diagnosis and treatment.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Come back when you've read the NEWBIES thread and all the other DCBL cases.

I wrote a very robust response for a nurse v a DCBL case earlier today but I'm not linking it because that spoon-feeds newbies who need to get up to speed with how to find things in the forum and how we win, constantly!  You will need to be able to use the forum well if this goes to a claim.  Maybe you are at the same hospital as that nurse.

Best that you read today's posts and find it & copy from it, as well as reading the NEWBIES thread 2nd post.

You only owe anyone anything if a judge says you do.

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Well it depends on whether this is DCBL acting as powerless debt collectors or whether it's DCB Legal acting as scamlicitors.
If it's the former then it will tell you the letter is not subject to high court action in which case the fourth post of the NEWBIES then applies.
If it is the latter then the second post of the NEWBIES apples.

What is the name of the PPC please?

Have you complained to your MP yet about this unregulated scam?

What happened when you complained to the landowner?
