We’ve booked to go to Lisbon in September on a city break - flights and hotel - with British Airways. The balance is due soon but should we pay it as Lisbon is currently high risk and we’d have to quarantine for two weeks on our return. What are our rights?

The government have made a ludicrous decision about Portugal and it's fairly unlikely that they will maintain the self-quarantine requirements on the date of your holiday.
Portugal have handled the pandemic far better than the UK and it's safe to go. Stay Sure will sell you an insurance policy and in the unlikely event that the silly quarantine requirement isn't lifted you are not required to quarantine if you merely transit through Lisbon airport on your way back from Madeira or the Azores.0
