housing benefits

Hi, I live in an independant living scheme and I pay a portion of my rent payment to use our recreation room, however this room has been closed for covid and is still closed, after a few weeks of it being closed all tenants received letters saying we woudnt be charged for this room until 6weeks after it had been opened again, but upon checking our rent statements we questioned why this money was not coming off and it seems because we get rent rebate we cannot get this money back, im not being greedy at all but cannot understand why we are being penalised, anyone else had this issue, ive worked in finance all my working life and i just cant get my head around it.
Any help fully appreciated

If you're claiming housing benefit for the full amount of your rent then the reduction in your rent wouldn't benefit you. It will mean you'll receive less housing benefit.
