Gardening Leave & Redundancy

My brother in law was on Furlough due to Government advice (letter received due to asthma) and during this period he was contacted by his works regards a change in his contract and role. He would be drop down the ladder, less money and change in hours. He's been at the same Company for 14 years. They are stating that in a 4 week period if he chooses to leave he can have redundancy but will be placed on 12 weeks gardening leave. Is correct because it all sounds biased towards the Company?

If he goes for redundancy, they need to pay his notice, how ever long that is depends on his contract and then redundancy payment. They can use the notice period as gardening leave but not the redundancy payment.1
