I own and live in a house divided into 2 flats.The bottom flat is rented out - not owned by me.As the freeholder I am onliged to organise the insurance and split the cost with the other (leasehold) owner but my current insurer- NIG/ broker has been raising the cost each year. Anyone recommend any companies who would quote me. Directline and their ilk decline to quote me.

Call a couple of brokers and get quotes.
If it was a larger building with more units in it then it would certainly be going into the commercial insurance space for block insurance however there may be some schemes out there that take on converted houses but you are unlikely to find such policies having a quote and buy website.
Direct Line, who are the same company as NIG, are really a personal lines brand who dabbles a bit in the vSME business like van, landlords and single tradesman insurance but doesn't have appetite to go bigger business as brokers then add value and it gets messy.
