Council Appeal Rejected - No Return in 2 Hours

Hi,
A few days ago I got a PCN from the council for returning to a parking zone within 2 hours. I live in a high street where there's a row of parking spaces outside that are limited to 2 hours, no return within 2 hours. I had parked the car in a space at 09:30am and went to go out an hour later. When I got in the car I realised I'd left my wallet indoors so I moved the car forward a few spaces (literally) closer to my door and ran inside for 5 minutes. When I came back out I had a PCN for returning to the zone within 2 hours.
I explained in my appeal that I hadn't left the zone, I'd just moved the car forward a few spaces as I'd forgot something indoors. They didn't acknowledge that and rejected my appeal on the basis that the car was seen in one space at 09:38 and another space at 10:38, therefore I had returned within 2 hours. I'm not disputing the car was in a different space, I'm disputing the fact I hadn't returned because I hadn't left the zone in the first place.
Do you think it's worth appealing their decision? Or does moving bay constitute leaving the parking zone, even if it was just pulling forward into another bay?

You would be better off posting on a site called Pepipoo, they are the experts in council tickets, this forum majors on private parking companies. Check out a few posts on Pepipoo to get the idea of what type of information that people post; do not use a Hotmail address for registration the site does not like them3
