Debt recovery agent letter parking fine

I have received a debt recovery letter for a parking ticket that was suppose to have been issued 3 years ago by a registered private parking company. I dont have any other details other than it is my car reg and the date of the offence, location and a PCN number but nothing else. there is no action for court at this stage and they are threatening action if i dont pay.
My issue is that i have no information of said parking offence other than what is on this letter, and it is not 3 years on and i havent received anything until now. Can tehy do this after 3 years?

They (who are they) can do it for up to six years. However, a debt collecting company cannot pursue you to court, only the PPC can do that. Does it mention the PPC on the debt begging letter? If so, submit a SAR to the DPO of the PPC and ask them for all the data they hold on you for your car. Include a scan of your V5C to prove who you are.

Why not just read the NEWBIES thread and send a SAR to the parking firm like everyone does at pre-action stage?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
