Is a new EIC valid as an EICR?

Dear all,
I have a rental flat. The electrics were very out of date and an EICR (DOMESTIC ELECTRICAL INSTALLATION CONDITION REPORT, DPN18C) highlighted a number of C2 and C3 issues. I got an electrician in to sort these out and he issued an EIC (Domestic Electrical installation Certificate, DCN18C). He claims they are the same but my understanding is that the EIC certifies the new equipment he installed (essentially a new fuse box) and is not the same as a EICR (which certifies that all the electrics in the flat meet legal requirements).
Am I right?

AIUI Part P, fitting a new consumer unit requires the entire installation to be certified.1
