Dropped Kerb Planning Permission Approved- Problematic Neighbour

Money-spinner, where a driver is blocking a dropped kerb used by an individual with mobility issues? We had a similar issue when we dropped our kerb three years ago and we failed to understand why folks behaviour in such a manner when anyone decides to drop a kerb.
One problem I see is that you have waited to long to start the process. Councils give 12months to complete the work, and from the objections you had in the initial stages of applying should have given you a sign as to how tricky its going to be to have the drive. Be assured that once you have it done, they will be more problems to come, like random cars parked on your drive, to partial blocked drives which by the way the police will be reluctant to deal with.
Best option for you now would be as suggested in the post to pay to extend the application and see to get things moving quickly before the extension runs out. Try to get the police to talk to your neighbour stating that they are blocking the work. If its a hydraulic issue, offer to get the vehicle towed out the way while the police are there. This may sound all illogical, but am guessing you dropped your kerb for a reason. Just remember, whatever opinion your neighbours have about the kerb drop, you followed the law of the land, you paid your fees, it was approved and they are bitter for no reason.
