The .gov.uk website is summarising the "replacement of main residence" exemption from higher rate stamp duty.
When you read the more detailed rules, it is 100% clear that you don't qualify for the exemption in this case. One of the conditions for the exemption is that you must have lived in the old property within the last 3 years. You clearly don't meet that condition so you can't claim the exemption, and will have to pay higher rate stamp duty.
You could consider selling your buy-to-let, then buying a new main residence after.
