Administration charge for cancelled flights

can my travel agent charge me an administration charge for getting a refund on flights that they have cancelled. Their T&C's have been changed to add this clause in

    which agent? (a proper travel agent or an online seller?) do you have a copy of the terms and conditions from the time of your booking? - it would be unusual for third parties to work for free so it would be normal to have a fee to cover the staff required and their time to process the refund (same effort whether it is the passenger or airline that cancels)
