Am I being underpaid on Furlough?

Apologies if this has already been mentioned. 

This is where I stand. As of the 25th of March my employer (hospitality sector) informed me I would be going on furlough pay immediately due to the current climate. I signed an agreement letter which only stated that I would be paid furlough and would not take a pay cut.

Since then I've been asked to return to work from the 3rd of July (with my work opening on the 4th) and have pretty much gone back to my usual hours (5 days a week). When I queried him on the split payment during July he informed me that things would change as of August (perhaps he thought of tax and NI) - I thought maybe I got it wrong even though even though reading the statement below. 

"From 1 July 2020, employees on furlough leave will be permitted to carry out work for any amount of time and under any work pattern. This is known as “flexible furlough”. Employers will have to pay their employees for the hours worked but will still be able to claim JRS grants for hours not worked. "

My questions then.
. Am I technically 'flexible furlough'?
. Should my employer be paying me for the hours I'm doing during July?

    You should get paid your normal rate for the hours you work and 80% from the government of the hours you don't work.
