Holiday moved but we actually wanted a refund

Hi all,
We booked a holiday for early May to Toronto via Canadian Affair. They are using Air Transat for the flights. Back in April they contacted us to say we could only have a voucher or change the date (no refund option), as the airline had cancelled the flights. We changed the date as this seemed the better option of the two. The new date is the 19th September and to be honest, we don’t want to go. We aren’t confident with the corona virus situation, and don’t feel it’s sensible to travel still.
I have gone back to them with the government guidance that says we are entitled to a refund if our holiday is cancelled, and questioned why this wasn’t offered back in April. She has just said that Air Transat told them they couldn’t issue refunds so that’s that.
Our travel insurance doesn’t cover it.
We paid on credit card, but when I questioned it back in April, they said in the first instance we have to go through the travel provider and it’s unlikely that they can help. Can I put in a section 75 claim?
Can anyone please offer some guidance on what we can do? Are we stuck unless they cancel our September flights? I’m worried because they have resumed flights from Gatwick. We don’t want to postpone again as we are getting married next year so annual leave is an issue.

I’ll be honest given you accepted the voucher at the time I don’t think you have any options. You wouldn’t be able to claim from the credit card because you accepted (and I appreciate with the options you were given at the time) the voucher.
Your only hope at this point is to see if the flights are cancelled.1
