Sometimes people - like LeukyBear - get told by suppliers regarding a meter that didn't communicate when installed  that it may become alive.
Has anyone experienced this ?

Yes, as long as the signal strength is enough to let the meter connect to the network, it is actually 'normal'.
From the Energy supplier perspective there are a number of links in the chain that have to be correctly configured for the data to make it all the way from the meter to your supplier.
A small misconfiguration at any point in that chain will prevent the data arriving as it should.
The length of time that takes can vary hugely depending on where the problem is and how quickly they spot it and fix it.
On the other-hand, if the signal strength is too low then waiting and hoping is futile.
